One major issue is India never truly industrialized, there was a golden opportunity in the 70's and 80's where India could have opened up removed red tape and bureaucracy made it easier for industry, but the govt's back then were on socialist fantasies, the economy opened up in 91 when this oppurtunity had passed, and it was done only because the iMF asked india to do it to avoid going bankrupt. But still so much bureaucracy remains and it obviously leads to corruption, if you have to get signatures from 100 officials who make you run around to set up somethign, it discourages people from setting up shop
