so, I had to edit my comment, but I think in certain parts there may be speed limits and possibly police out on the water too, not 100% sure, but around the island area, I don't think it'd be a good idea to go too fast, considering there's sandbars and lots of boat traffic around. I've lived here most of my life and I have seen water speed limit signs before and police patrols.
Good to know we non-boaters can get over there. I nearly clicked off figuring I'm screwed. No boat.

Does anybody know if inside the inlet is a minimum speed zone for boats?

All areas inside the inlet are slow/idle speed. As for the ICW you can run max speed on it until you get to the slow speed sign

Peanut island is ok, I still prefer Hallandale beach Florida just a beautiful city with more businesses and restaurants.
