Actually, the Gta Tbogt one is the FIB agents that pursue you but there is another agents added by the dlc but only appear in some missions like the agent with suit and agent with the body armor.
In the old gtas they're called the FBI not the FIB which I think rockstar lost the privilege to use the FBIs name so they had to change it to FIB instead in GTA 4 and GTA 5
