Back in 2010 the USA blew up with a thing called "Crackle nail polish" which is basically what you did here except you put it on a dry nail polish coat and it was stripes not dots. It was MAGICAL, they had it in all different colors and shimmery glitters, I don't think I ever saw holo though! Ive been trying to find it sold at stores around here but it seems like they don't sell it anymore ): Like if you remember crackle polish! edit: some brands called it "Shatter nail polish"

I thought the exact same thing! I think the reason it's not working over the holo is because the polish itself has to be different to suspend the glitter, so as long as the clear coat has the same formula as a regular polish it should work.

It doesn't work as well with clear because clear polish is usually thinner than normal polish, but you can make it work. I still prefer making decals with them, even with clear polish.
Could you not get the spotted polishes to work with holo by first applying a holo layer on the mat and letting it mostly dry. Then you could add a clear polish (and the spotted polish on top) just like they do in the advert? That way the "bubbles" would be clear and expose the holo underneath? Just a thought!
