Hi, bolter seem better against monsters and have a very good burst. For the rest it seem pretty close both are very good. The plasma can shoot through some objects and the charged shoot don't care about shield. Both can one/two shoot almost all elites and specials. Hard for me to say witch one is the best, they're both very good.
