Canonically: He let Gordon try to kill Joker( Gordon wussed out on his own), helped Gordon find Joker knowing the Cop was planning to assassinate Joker, left Joker for dead, tried to kill Joker himself but was stopped by Gordon and Superman more than once, actually killed the Joker but it was retconned, and Superman shamed the Bats for even wanting to kill Joker.
Joker is alive because of everyone and thing but Batman for the most part.
