We base the stocking on weight rather than number as it's more accurate. We'd suggest up to 1.5kg of fish per 1000L. As an example a 30cm koi will weigh around 450g on average.
The doubling up is already taken into account - the FiltoClear 19000 will do 19,000L with no fish, 10,000L with goldfish and 5,000L with koi. Based on your plan for a 4000L pond with 4 koi the FiltoClear 19000 should be fine.
