The foam is a temporary fix. It makes it easier to trap the ones in the house. Its tough to keep rodents out of a crawl space when they can dig under the foundatiion.

You need to explain that the foam is temporary, just until you can cement, and/or distroy the burrow and cover it up. Otherwise people will use foam as a permanent solution.

There is a foam that has a mint smell that rats don’t like, using that foam with steel wool or a metal mesh helps.
