Since Honkai Gakuen he conducted several experiments, killed a lot of people and basically destroyed a few timelines just so he could revive the Girl he liked eventually succeeding in Honkai Impact 3rd with at least a single timeline where she lives, but he sacrifices his life to do it

If you return back to the rooftop where the photo is taken there is an interaction that shows the Traiblazer’s inner thought. They were really close to inheriting the Apocalypse name in canon.
Even as a meme edit, I can practically feel Welt's sorrow as Caelus walks past him and cannot help but imagine what is going through his head.
He tried to teach Luocha about ethics and morals in hopes he didn't end like Otto, he accepted Void Archives wandering around as a potential evil he would have to deal if it even arised the need.
And now right under his nose Caelus had become Otto and a world was burning around him for that reason.
Because he forgot, Otto wasn't born as Otto as he knew him. The villain who concerned him so much had been born from young man who couldn't cope with his own grief in a healthy manner and had proceeded to see the world that had allowed the death of an innocent girl as a piece of rotten garbage as long that single evil wasn't corrected.
And now Caelus was going to inflict that same principle in a cosmic scale.
You could say he is basically mourning and not only for the innocents stuck in the middle of Caelus' crusade. There was no talking out Otto and if Caelus had become another Otto then now he would not stop until forced to.
That sounds like an intresting plot development, iether that or firefly comes back with a huge power up

Firefly is still dying from health issues, even if she didn't due to stabbing. The Trailblazer needs the Imaginary Tree to create a future where Firefly never had health issues and had a normal life, so she could live a long one. Thus, Otto is relevant even now.
