I've tried it and it doesn't work, coincidentally I'm still using Windows 10. But I understand the main steps you explained to apply to my Windows 10. It's just that you still can't, because there is no Indonesian language option. So I can't change SPEECH to Indonesian. And this is strange...why is that (whether from Microsoft or not). Make sure you are selecting an option for German with speech to text supported as well =)
