The reps and the genuine articles are now being produced by very similar or even the same factories it seems. That is why it is becoming very hard to tell the difference.

That's because of the legal loophole. The local factory receives the goods from China and adds the finishing touches (the 'Made in Italy' label for example), and it qualifies as such. The same way that Germany doesn't buy Russian energy, but buys energy from Russia which is processed in India.
