Yes you can definitely be both because there's a lot of overlap on tasks. On how many clients, it really depends on workload! In 2xYou we're 1 to 1 with clients as it's full time work

You should learn the process a fiction writer goes through. Writing -> multiple rounds of editing -> graphic for cover -> publishing -> marketing. Your biggest skill to master would be marketing for them, and managing the book process, so you can free them up to just focus on writing.
