Unless they change the story to somehow involve Banagher and/or at least one of the Unicorn Gundams, yeah: the Penelope will likely be the only real competitor Gundam for the Xi Gundam and probably the only mobile suit period that can stand toe to toe with it.

If my memory serves me right, Tomino wrote Hathaway's flash as well as Gaia gear when he was depressed. Idk the full details tho

そりゃ海面戦闘だし、光なんかある訳もなく、閃光のよう輝くに火花と言う戦闘の火しか見えないよ（実際の艦隊戦闘でも同様射撃時の爆発でしかわからん）
