In my opinion the best way to contain 173 is to put him in a containment deep underground with no exits and no windows just a cement box.
No one will be able to see him and vice versa. He also wouldnt be able to teleport out since its not technicaly teleporting but fast movement.
In conclusion: BURY HIM UNDERGROUND IN A CEMENT BOX
