With Urien being absent since SF3 and Sagat being released at the end of season 3, capcom put a lot of effort into those characters being that they are pretty popular

Jin Kazama SF5 counts multi-hitting moves as only one attack for scaling purposes, so the 5 hit tiger cannon only scales damage one step. Otherwise, things like Ex lightning legs or mashed Spinning Mixer would reduce damage to nothing and be useless in combos.

In this case he's doing standing hard kick(s.hk) and then immediately buffering the input for his Tiger Uppercut. The input would look like this: f+s.hk>f_df+ any(P). Doing this will extend the range horizontally on any of his special moves
Sagat is cool, he's great in fact. But I think some of his specials, especially the ones that require meter, do little damage. That's fine for now since he's new and I could be wrong. But I hope his damage output is good enough to keep him relevant.
I think people come to desk channel for flashy combos and actually optimal combos. Desk never really does optimal combos to find the max damage Sagat can do XD.

Sagat is very difficult to use for beginners. Definitely a strong character that requires lots of practice and precision.
Sagat has the best animations in the game hands down. They look super polished
