It's pretty difficult to tell you all meta characters and some aren't even good in the early game, I can give you some like Scarlett, Atheus, Palmer, Ivan, Daimon (early game carry), and Rem. I can also tell you what are the top 5 Awakened characters atm. It's AShemira, AAthalia, ABelinda, ALyca and ASafiya (this isn't in any order although I'd put ASafiya as my last high priority).

It's been like this for years. Only reason I can see why even a slight buff to the rates would be good is because of how many celhypos there are
