Not really. Most people do not recognize a gun shot when they hear it. There would’ve been some mild confusion. The bullet could fall down and hurt someone. Meanwhile the shooter would’ve taken the shot sooner because he would know he was found out. Firing a bullet in the air is against protocol for many reasons.

One, why is it taking SO long for the government (FBI) to issue a report, preliminary reports coming from the news, commentators, but NO government reports, does seem like they are trying hard to release “non incriminating” type of information. Not really. Most people do not recognize a gun shot when they hear it. There would’ve been some mild confusion. The bullet could fall down and hurt someone. Meanwhile the shooter would’ve taken the shot sooner because he would know he was found out. Firing a bullet in the air is against protocol for many reasons.

Could have had it inside his backpack with the stock folded by his bicycle while he walked around. When he was seen climbing up onto and on the rooftop they said his rifle was on his shoulder via the weapons sling. It could be possible that the counter sniper teams could not see the rifle if he had it tucked under his body so it was not visible then moved it to a firing position...? Still too many unanswered questions and discrepancies.
In a different report it was said that he was seen near a picnic table, with a back pack. That was from a local reporter.

One, why is it taking SO long for the government (FBI) to issue a report, preliminary reports coming from the news, commentators, but NO government reports, does seem like they are trying hard to release “non incriminating” type of information.
