There have been a number of situations that could have instigated NATO involvement and they have all been ignored or played down. It is true that we can only speculate how Putin and trump will act. Living in the US I read a lot about trump. While I can’t read his mind, I can draw some possible. I can draw conclusions from what I read about the things he says and does. He seems to do only those things that enhance his sense of importance and ability to control, and his need to be liked and pandered to. Based on this, it strikes me that the speaker here is making some logical deductions about what trump might do. Same with Putin. I doubt that is useful policy to give no thought to possibilities, even the remote ones, that might have grave consequences. Having contingency plans for various scenarios makes sense, in my opinion.
