This is the opposite of AI. It eliminates AI and thats for the large part the reason that he wanted to do this. (Is what he said anyway) AI is artificial intelligience. This is basically just a translator with prewritten scripts. It doesnt have the conciousnes that elon fears in AI. It doesnt have a way to develop itself, it doesnt have any power or possibility to gain power on its own or even with the help of other things. Its just a tool at highly complex levels that detect and send out actual intelligience thats human instead of artificial.
Not only that, this, if it works and is affordable, would instantly throw out half of the AI in our world because AI would become useless in many cases.

I do understand where you are coming from because frankly the technology does seem dangerous and could cause serious damage but the prospects of it are also very promising. A lot off things like this come with similar skepticism that they deserve because it is such a sudden and risky change, but i do believe in the future that is could be something beneficial to society if it is used for the people and greater good of humanity.
