Can you make a series where disasters will strike randomly? Like, you get a population just over 5K you're all excited, ANNND here comes an earthquake! I think it could be really entertaining, because at this point you won't have a nearly unlimited amount of money to place every disaster prevention. You could only afford a small bunker and maybe one or two disaster forecasting tools, whichever seemed most threatening to your city.

Like a nuclear bomb, or maybe an army from a hostile country/city come to invade, so you can then set up military bases and boot camps and all that cool stuff and have your soldiers fight the invaders while the citizens evacuate to shelters or as far away from the city as possible. Is there any disaster aftermath in Cities Skylines? Meteor can leave radiation for 10 years up. Tsunami, in real life, brings mineral to your ocean and all ocean creatures can grow up better after tsunami ; it's a mysterious blessing in disguise.
There is a downside for evacuation routes from my experience. When I make evac routes my citizens just flee to the bus stops and not to the emergency shelters, some citizens take cars to the shelters and there would probably be a higher death after a disaster, so I removed all the evac routes and citizens are walking or taking cars to the shelters, and I think it is better than an evac route. This is all of my opinion on experience. Thank you!

Earthquakes aren't the only way Tsunamis are triggered. Also large meteors/comets and the sort (any kind of super large space rock) can trigger them. It may have been what contributed to Dinosaur extinction.
I wished you had a more in-depth look at the disaster response teams, being that I am a volunteer at one of those (the German federal agency for disaster relief).

David Helfrich the largest tsunami in recent history was caused by a landslide in Alaska. It was about 2 miles tall, if I am not mistaken.

Tsunamis and tornados are very devastating to the buildings but at least they leave your infrastructure intact. Unlike earthquakes and meteor strikes.
Speaking as someone who lives in Tornado Alley and has seen the devastation of an EF-5 tornado first-hand... yeah, that was about right.
