Nope. Davenport Iowa. That's lock and dam 15 in the background. They raised the tracks in sections over the flood to ensure the trains could keep moving. The levee that was built was eroded and broke and flooded the whole downtown of Davenport that year. Some speculated the trains waves eroded it faster. Half way through the video is a pedestrian "sky" bridge that literally leads to no where.

The signal maintainer in CP truck on the left may have had the crossing signals turned off.

It's not salt water, so the rust won't be bad.
There are trains operating in shallow salt lakes 24/7 and even their wheels don't lock up :p
