Question....so the the C7b13 is the V then the C#dim would be the iv? They are labeled both as the V7 and so is the Edim. Are these borrowed chords just need some clarification please I'm still learning
If you raise the root of a dominant chord, you get a Diminished chord (can also be thought of as a b9). So C7, raise the c to c#, and you get C# dim or C7b9. Diminished chords are symetrical. C# dim is the same as E dim and G dim and Bb dim. (They all have the same 4 notes, therefore can all be used as a substition for C7)

What does the circle chord symbol stand for? Minor 7 flat 5?
The circle means diminished (dimished 7th / fully diminished). A circle with a slash through it means minor 7 flat 5 (half-diminished)
