yup its ios and its a feature. doesnt have to do anything with lie and having to restart. you can plug in your phone in the evening, it charges to 80%, and charges the rest before your usual wake up time. its so it doesnt stay at 100% charge the whole night. it may not be that it prolongs the life of the battery by years, but every bit may count
I don't see how this is lying, I'd just assume it is still plugged in but is stalling the charge to cap at 80%, which some systems do to prolong battery life.
