However, a guest behaving disruptively (in this case, Penny was definitely acting disruptively and blatantly going against Sheldon's boundaries numerous times) does constitute as grounds to limit future visits. BUT what adds more ammunition to Sheldon's argument is that Penny uses their SHARED utilities quite extensively, including but not limited to: hot water, food, electricity (via her watching/recording some of her programs on their TV), and Wi-Fi. Since he has repeatedly attempted to prevent her from accessing the utilities that he pays for, he has some legal grounds to stand on.
Funny how that Krytonite wasn't used more often. It would have been most effective when Sheldon used Priya to blackmail Leonard into signing the revised roommate agreement. (Which btw, was signed under duress making it invalid.)

Everyone says Sheldon has the worst personality but penny is sometimes worse in my eyes. Like she freeloads everything from the guys to the point where she can go months without buying her own dinner but the guys, except Sheldon, never call her out because she is attractive. She complains about how she has to put up with Sheldon's antics even though she is the one invading his home and she will manipulate Leonard into arguing with him under the guise of "standing up for himself" so that she can get her way. I'm not saying Sheldon is a saint but at least it's made clear he struggles with social intelligence while penny doesn't.
