make sure that you have selected the local connection while choosing the network to be shared for. /inside network and sharing option/ and also make sure that you have turned of the sharing option inside the change network adapter option

No, Wi-Fi should be turned-on on your phone not on PC. Here, you have to turn-on your Hotspot.
