Always use atleast 70% alcohol... That will dry up immediately. The cpu paste doesn't need time to dry, the heat feom the CPU actually keeps the paste soft. So there's no need to wait after assembly. Just make sure you use a geatgun or blower to vaporize all the alcohol you used to clean the board.
