[- set the layer to screen.] this gives exactly the same effect as Photoshop would ME: If you want the Polar layer completely white simply go to Image/Adjustments/Desaturate. This will pull any of the red from the lens flare out, making it black/white. To make it completely white, just go into the effects for the layer and give it a color overlay, and change it to white. Yes. The layer style window hasn't changed. By default, when "Color Overlay" is clicked, the Color Picker window appears. I'm sure there's a simple explanation, however, unless one inspects your document, it's hard to find the source of the problem.

I could have chosen 72ppi, but 150ppi looks crisper, since its twice the resolution.

I used CC 2015 for this tutorial. What you describe is default with every PS version. I'd uninstall and reinstall PS.
