It's true that there are many heroes in Telugu but they are mostly related to each other (nepotism) so nothing diverse in that or creates any opportunities for directors / producers. If you look at them as clans there are only 4-5 heroes there also. Another factor is Andhra/Telangana don't have any form of entertainment other than movies so they have to make more movies hence need more heroes. Tamil audiences don't easily accept any hero because they have high standards and other forms of entertainment.
