That is an interesting question you have posed, there could be several reasons why they didn't respond. It would be interesting to know how close those at the rally were to the building where the shots were
taken. When they went to tell someone how far did they have to go to reach somebody? It would be interesting to know from the time somebody was made aware the situation to the time of the shot could anything have been done? When they went and told somebody was there more than one officer present or were there two
or more there to assess the situation? Two things could be going on here, if there was only one officer at that time he would have had to assess not only the information that was put forth but the credibility of
the person reporting the information. Whoever this person or persons that were told about the situation at that time didn't or couldn't leave his assigned position at that moment. More questions than answers.

@@semoneg2826 Secret Service is not restricted by private property laws like that. In fact, they have a legal right to "commandeer" private property in order to secure the area... I'm not aware of them ever taking it that far, but they could. They typically work with property owners for property access, and often provide compensation for any inconveniences.
In most cases when a property owner does not comply, the president just doesn't show up.
Given all this, there is no good reason why that rooftop was not secured.
The main question going forward is quite simple. How did the shooter know? The rooftop wasn’t secured and how did he know? The ladder was there? This is very disturbing.

@@albert-ef3xu security for these events is not handled by local private contractors that need to be paid... it's tax-funded Secret Service and support from local law enforcement (which SS requests). There is no contract or responsibility for a politician to pay for any of this. Lots of those invoices are sent after the fact by politically-opposed local gov leaders, who often use unpaid invoices as an excuse to attack the candidate's character.
Also, this location did not require extraordinary security resources. There were only a few rooftops with a clear view of the stage. Insufficient security should not have been an issue here (and would be inexcusable). If it was an issue, it should have been recognized ahead of time (there's lot of planning that goes into this), and the event should have been cancelled.

The fact that Biden has not done so, despite the current SCOTUS ruling, tells me all of the noise among the posts in this mess are just that: noise, and uninformed noise at that.

I don’t think it takes a rocket scientist to see that rooftop needed to be secured. During the pre-rally security setup there had to be more than one security person who had to have seen the problem with that rooftop. I know hindsight is 20-20, and I suppose everyone busy with one thing or another it’s possible it was overlooked, but really, it’s like security 101 to secure line-of-sight rooftops. I will be really curious if that rooftop was just an oversight or was there specific orders to overlook it. Plus there is a bunch of trees to the west of the stage, were there any security there? You have the Biden administration refusing to provide any more secret service personnel. I hate to be a conspiracy nut, but something doesn’t smell right here….

To be specific, security has hazard analysis training. It is called HACCP (Hazard Analysis and Critical Control Points) The first action is to identify the hazard. The roof was left unprotected. Was there a breakdown in communication? Even if there was, this is the most obvious location for a sniper. This is either complete ineptitude or deliberate omission.
I can guarantee that young man was well trained by someone. This isn't simple stuff.
