If that young man believes he is taking car of his daughter, he needs to shadow the doctor who is taking care of her for 3 months, writing down every thing she spends daily. What probably happened is that she abandoned the car and it was picked up by someone who scavenged it for parts and then left it derelict. The police will pick those vehicles up and take them to the impound lot at which point they find out who the car is registered to and they can charge them for you know various different civil offenses for the abandonment of the vehicle in public. That’s why you always relinquish your title .
