Please keep in mind that you are not guaranteed to succeed even though you have provided all the necessary documents. In most of the case (90%+), The HKSAR government will not give passports to non-Chinese foreigners.

Hopefully GG could receive your HK passport soon. I applied for my Aus permanent residency last year, I spent around 3 weeks gathering some documents. Then, I submitted them and got mine approved in slightly more than 2 months (direct grant).
It takes at least one year to apply for naturalization before it can be approved, and you can apply for a Hong Kong passport only after the Chinese citizenship certificate is issued
As a Hong Kongese you are really enough local to get the HK Passport , as least you try to learn Cantonese and be confidence to speak to strangers compare the other people from different places need Hong Kongese to yield by saying their language. You are right but miss one detail. Georgia need to renounce her South Africa citizenship to get Chinese Nationality to get HKSAR passport, but after she gets HKSAR passport, it is up to her to get as many nationalities as she want! If South Africa allows former citizens to restore citizenship, she can restore or re-get her citizenship again and it is ok for her to do that!
Both mainland and Hong Kong and Macau (or in technically it will have Taiwan) are Chinese nationality. But for passport, they're different.😂That's why GG needs to get Chinese nationality first and because she is Chinese and she is HK PR so she can apply for HongKong passport.

Also, China does not recognise dual nationality so you must relinquish your SA citizenship upon becoming a Chinese citizen, which is an essential requirement for the Hong Kong SAR ppt. In short , to get a HKSAR PPT, you need to be a Hong Kong permanent resident who holds Chinese citizenship .

It does not mean "once you get this, you could stay there forever". If you don't have jobs, or cannot find jobs, then you do have to leave... She lives in Hong Kong, what is she applying for a Malaysian or Australian passport for? With a Hong Kong passport, she can travel freely in and out of mainland China for tourism or business trips.

She must be a Chinese citizen to get the passport. She has to give up her original nationality and apply neutralization to China National. Otherwise, she won't have any chance to get the HK passport.
there is no hong kong citizenship sorry. You can only be permanant resident here. If you want a hong kong passport, technically you have to be a china citizen to get one.
