Really? It's just a variation on ICF construction. ICF is common in the USA. The unique thing about this particular Norwegian system is the way they connect blocks with the splines.
Then maybe ICF is more common in the southern states - that's where I've seen it used. In Europe it is quite common. Block has its advantages too. But if you want a wall built rapidly , ICF is the fastest method I know about . I think it will become more mainstream as manufacturers stop gouging the public and bring prices down. It's basically polystyrene pellets and air blasted into a mold - each one should cost cents to make. The one thing I don't like about ICF is the special coating that needs to be applied so that you can render over the foam if you needed to. It's expensive and anything that camn bind with styrofoam is probably toxic.
I’ve seen pretty much the same thing being used in houses down in LEHIGH ACRES FL. . styrofoam bricks filled with a concrete mush. I didn’t like the idea as it looked cheap

Are you able to extend from the floor and footer to make a wall with cut outs for doors and windows. Then finish the walls with stucco
