Even with all the windows shut and incense burned in parliament it became almost impossible for anyone to work or live near the river. It was through an act of desperation that parliament had to do something about it and that task fell on the shoulders of Joseph Bazalgette.
Like you said Wyndham was the older of the two but Bodaciouse isn't Bowdicker. I think the confusion comes from the year you mentioned, 1970. You're one century off assuming you're referring to your youth. You can use a fairly simple formula to figure it out but 1970 isn't divisible by 7.

This is because the upper-middle class, with their expensive educations and their confidence ALL *, live there. * - well, nearly all of them.
