Sorry haven't checked my comments in ages. Clam guns (the ones like shrimp guns) are legal currently. The pumps where you see someone pumping positive pressure water into the sand are not legal at this time
I'm actually in the market for one too. The one you see in the video is 5mm. Too thick IMO for this type of activity. I've been recommended Psychotech wetsuits from O'Neill, but they are $$$! Regardless I'd recommend something probably 3/2mm thickness though

slurp guns also used for ghost shrimp, i believe, are still legal to use.
I believe they are, as they're not considered a hydraulic pump. I'm sure I'll run into a warden soon so I'll be sure to ask also
