For 7, "mowing" a non-grass pitch allows for an inspection of the area between the wickets, and ensures that it is safe and level. It's not "a waste" of manpower at all. Depending on the mower, it may also help to roll it flat. Appealing isn't *strictly* necessary, as the batter can always concede that they're out, and voluntarily walk. The reason for the appeal being required if the batter doesn't walk is that the umpire is there to confirm/arbitrate decisions on the field, not to make them. In essence, the batsman has not conceded that he's out, the fielders say he is, and the umpire steps in to settle it. Potentially a bowling/fielding side might choose not to appeal if they don't think the dismissal would be "fair", since the game is ultimately meant to be played to the *spirit* of the game as well as the rules. Someone who has been caught off of (say) a passing wildfowl could be considered to be unlucky and not a "fair" dismissal, and thus not appealed. This leads nicely into the "withdrawal of appeal" slot. Not using bails isn't really "bizarre and weird". Sometimes the conditions don't work well for bails, even if the game could otherwise continue unabated. Potentially there's also a situation where bails are lost or damaged, and abandoning the game because of equipment failure isn't something you necessarily want to do.
