You have to activate all the experimental features in your world settings for the custom items to work properly Or simply update your Minecraft pe version to v 1.18.12 or higher
Mutant Creatures Mod has no Herobrine lol It adds mutated creatures of normal Minecraft mobs not a fictional character from a creepypasta story I highly suggest you just download Herobrine related mods/addons there's quite many out there
