Ummm….The *Civil Emergency Message (CODE: CEM)* Is Actually Issued When is a higher priority message than the Local Area Emergency. For example, The Message Is sent out to describe a change in the Homeland Security System level 1 or 2 in response to a possible terrorist threat/attack.
