That means your connections are bad. Look to make sure all of the leads are touching the appropriate wires. The connections will not work if they are installed backwards, so make sure those are facing the correct way.

No need to put anything on the end. The silicone on the top and the plastic lining on the bottom are fine protection. If you are worried about it you can just add a bit on electrical tape to the end, but it's really not necessary.
I bought 16ft of this and one piece was having off my scooter but the less still worked even tho it wasn't cut properly only one led didn't work so I cut it off where the line is now my led light is even more brighter!
