As a Saudi and I worked for Hajj, anyone without a permit is responsible for himself. We said it is forbidden to perform Hajj without a permit, but no one understands. Most of those who died were without a permit and did not have camps. They slept on the sidewalk in the sun and hot weather.

Cheemu saab,, Even if people come with cheap packages,, it is the responsibility of the host nation to provide medical facilities, other basic facilities... Here in India, for Kumbhmela and other events,, there is basic medical team, water and other facilites provided,, but the crowd here is maybe 100 times more than what is in Hajj.
