You want to know the worst ? The french TV cut out her performance of The Greatest during the Olympics closing ceremonies. Like I only heard Bird of a feather and was so pissed off when I discovered her performance on youtube later.
My guess about eyebrow vibrato. Billie has Tourettes. Her tics are mainly weird facial expressions with rolling eyes and things with brows. So because of that she is more aware of her face muscles. They are trained better and she has more control over them. Sometimes controlling tics is very hard and I can see when she's struggling with this. Second thing is Tourettes is neurodevelopmental disorder what makes Billie neurodivergent. Neurodivergent people can do funny things with body. We have hipermobile joints very often or very stretchy skin, weird muscle movements. I see that eyebrow vibrato is showing us how much effort she puts on controlling her voice. Especially when she trying to not show the tics. And there is also stimming. Stimming are huge or very subtle body movements which helps overcome stress and situational discomfort. For me stimming is doing funny facial expression, playing with pen or something with my hands or nodding.
This was sweet to watch a second time, now with you. I'll second the poster saying her singing "The Greatest" on Stephen Colbert is belty and superb! Im not sure if anyone has stated it before but she does have tics sometimes and gets them often and specifically with this song. This would explain the sudden pull away.

ok so i have a theory. billie has tourettes and one of her most common tics is moving her eyebrow up and down. imagine doing that every day for years, the muscles would be stronger right? maybe the muscles in that part of her face are really strong so she has really good control of them? not sure, but its so interesting!
