The reason crime is going down is simple. Their police force has been defunded . Resulting in policeman being laid off or fired. The biggest factor is catch n release prosecutor who let's the criminals go. Then goes after the police for doing their jobs. Leading the police officers to fear doing their jobs because it could lead to prosecution.
This city is ran by a bunch of "crazzies". avoid at all costs. I've never been there and I never intend to. I understand what's going on . Crime is rampant, criminals fear nothing. This is a city that protects the criminals. Not the victims. Don't expect to be safe within their city. Avoid Philadelphia, drive around it.
