I am from Kerala. I would say, the present Chennai corporation management is far better than the previous one and Trivandrum corporation. Honestly there's not much you can do against nature. You can't prevent cyclones but you can sure as hell mitigate damage and suffering by evacuating early. It's not like the cyclone appeared out of nowhere. If we have an actual national emergency system where people are informed beforehand about the landfall predictions and such and are evacuated out of the city to higher areas that would mitigate most of the dangers posed to life.
