Nope. If you take with rook you don't force a check, allowing the opponent to push one of the pawns in front of their king or somehow set up a move to avoid danger. When you move the queen, your opponent is in check, and their only legal move is captures with rook, and then that wins you the game. Order absolutely matters here.
