Blewsome closed down the state prison in Susanville as part of his general amnesty to criminals. Susanville's economy has long depended on the state and federal prisons nearby, especially since the lumber industry shrank to near nothing. The local went on to explain that suddenly all these homeless people showed up. So the local newspaper went out and interviewed them to find that they were largely former employees of the state prison, who lost their homes. Pay close attention to who is buying up these businesses and homes. I know more but cannot post it here.
