Warnings about these jobs are also common, but people see the jobs advertised on Facebook for one example and are easily duped by the 'salary' that's offered. They usually ask for people from India, Vietnam, Thailand and Philippines but ask they speak good English yet never ask for native English speakers to apply.

Yes, I think the reason is the "no interference of each others domestic affairs" stance. ASEAN is a loose grouping. There are benefits of being in ASEAN. They should use ASEAN as a platform to discuss such regional issues.
Moral of the story don’t trust anyone online. These scammers I really pity them for falling prey to these Chinese gangsters. After watching this video, I won’t visit these countries, Thailand or Vietnam. They are too close to Cambodia.

Let's make it clear. It's Cambodia (see the Khmer letters on signs). Their leader nourishes these gangsters and allow them to flourish for his own share on their international crimes. The country leader is always on schemes to siphon money from neighboring countries. And he always make sure he gets the biggest piece of share for his own authority granting.
