My last agency had an administrative manager af $150k, a sub manager at $130k, and office manager at $100k over 4 ( FOUR ) office workers at $60k ea.
The sheriff had 'appointment' powers and brought in all manner of useless people, who then worked long enough to gain protections under the civil service people.

This is normal. When I was a Deputy Sheriff, the ranks of Lieutenant and below were covered under Civil Service. The ranks of Captain and above served at the pleasure of the Sheriff. They did not have to come up through the ranks, although most did, and the Sheriff could hire/appoint someone to a high-ranking position right off the street. They would then have to become certified by the state (pass the Academy) but that was after they got the job. Everyone at those high ranks knew that was the nature of the position, and many of the ones who came up through the ranks declined promotions because of it.
