Yes but only you know your hawk , if always hooded he won’t get used to anything , but you need to make sure he doesn’t damage his feathers or get hit and stressed . Keep a close eye and put somewhere quiet . If he’s moulting tethered he won’t do a full moult due to higher stress levels .
Flew and hunted right through both my harris hawks moults no problem . Really you don’t, keep them fit and at a high weight.. plenty of baby rabbits around.
Have you tried basic stuff re travel box , get him on weight so concentrating , have box on table etc not floor , door wide open ; will he jump into box for tidbit places on perch ? Leave door open and let him hop back out into glove : and repeat a good few times daily and move in form there to shutting door for a second as he locks up food to eat then open and hop out ?

I always keep the main flight feathers that my girl sheds.

Wnat did you use for your mews walls? Is that jusf painted plywood?
White plastic board on most of them , painted plywood works if well varnished …
