Unfortunately in the CGI version Capeman isn't there anymore. They made Penny older and have Claw's nephew Talon help him and replaced Penny's computer book and watch with a holographic thing and gave the old scientist age reversal things and had Gadget stop using his finger gadgets.
this is based on a 2015 episode but with a different ending after the mad doctor sobs inspector gadget wakes up and saw the chief and says what happed the chief told the inspector that they did surgury to fix’s all his gadget so inspector gadget says GO GO GADGET BOXER GLOVE and the glove come out and punched Quimby and gadget said WOWZERS sorry Chief then the chief thanks gadget for another well done saving the world as gadget winks at the screen

I remember reading somewhere that he slipped on a banana peel and fell down the stairs. I don't know if that's really how it happened, or if it's ever explained in the cartoon, but it does sound like a reasonable enough explanation for a cartoon.

lol! Claw TRIED to dismantle Gadget in the live action movie where Mattew Brodderic plaayed Inspector Gadget / Evil doppleganger of Gadget, Michelle played Penny. And it was a Disney movie. The Gadget mobile in the movie talks and has a candy vendor in front part. Brain is a beagle ( not a blond furred dog ), Claw’s cat is white named Snuffie and there is a lady scientist named Dr. Bradford ( first name Brenda ), Claw murders Brenda’s father so he could steal a robotic foot. At the end after Claw and Snuffie are caught, Penny tries to calm Claw’s minion ( much like the Orient express when Penny calmed Grappler down with sweets. Probably same idea ), Claw’s minion gets put into a minion rehab, Gadget falls in love with Brenda and the talking Gadget movie claims HE made the movie with the dumbest line “YES , my movie. Even though we called it inspector gadget.” I.... just wanna slap that car! The movie wasn’t his. And just rare how Claw and Snuffie got totted off by the Gadget mobile. IMHO, the Gadget mobile acted a little like Capeman and Matthew played an awesome part of Gadget and the city in the movie is not Metro City! It’s Riverton. Go rent the dvd. Dunno if DiC had any credit in that first live action Gadget movie. Then there was a sequal to that movie where that guy from Third Rock From The Sun played Gadget. So! There you go guys! Oh! At the end of the first movie, Penny is given a computer watch and Brain was given a computer collar and Don Adams dubbed his voice on Brain just before Don Adams passed away. So through the entire movie, Penny and Brain don’t get anything electronic ( her computerbook didn’t make it in the movie. Sorry hard core Gadget fans ) till the end. And we don’t get to see much of Penny in the movie. The spotlight’s on the entire time of Gadget. The only time we get to see her is when Gadget is getting ready to go to the Police Officers’ dinner party, and when Penny and Brain go to spy on Claw’s minion ( she doesn’t get caught).

Watching this, I think the Inspector is much smarter than he acts. Some of the scenes in this, it appears very well he knows what's going on, he just acts stupid so Mad doesn't try any harder to try and catch him. And he chooses Penny and Brian as his companions because he knows in the moments when he is useless, such as when he is tied to the table in this episode, he knows they're smart enough to get him out of this. Plus in this episode, in the end, he showed to have good control over the saw and rapier gadgets, plus in the PSA appears to be pretty fit as well. I think he purposely acts like a moron. Or why else would they have trusted him as the inspector he is?
With a voice as lifeless as Holly Berger's, that's pretty much all she can do. Also, gotta love her utterly senseless line at 18:50: "Even Chief Quimby has trouble with *that* gadget!" [the Gadget coat]. What does that even MEAN? Why does Chief Quimby have trouble with the Gadget coat? And why does he apparently have *more* trouble with the Gadget coat than he might have with ANY one of Gadget's gadgets? At times, you really have to wonder if the Season 2 writers were even conscious.
