Its a shame that "engineer" style of play doesn't really exist anymore. While you can still hack enemy equipment, the game moves too quickly to do so reliably.
I always had a custom class where I had the Tactician Wildcard and gave it 2 Black Hats and 2 EMP Grenades. It always caused grief for the campers on Hijacked (We all know the spot) and it was always enjoyable to see them get their just deserts at the business end of whatever weapon I was carrying (Usually a Peacemaker, KSG or HAMR)
Actually, a lot of people don't know this, but Blackhat is REALLY handy when you get your care package stuck on a roof Usually, when I get a care package, i throw it indoors and use a Blackhat when it's on the roof

Black Hat is my favorite tactical ever. Drops UAVs, blows up campers with their own supplies. Tac inserts were awful because it made it hard to judge where spawns were coming from an you ended up getting shot in the back a lot. Nowadays, thats just regular call of duty.
There was a Personal Radar in IW that was less powerful than the MW version, but still pinged nearby enemies nonetheless. The closer players were to the user, the closer the ping would be. Very useful if you're hunting for players, for sure.
The portable radar kinda did kinda return in infinite warfare but was completely different it had a little hud thing that showed you how distance somebody was

I might be in the minority, but I loved the Black Hat; I was my teams resident hacker every time and had some hilarious moments like Hacking an enemy care package right as someone who wasn't the one who threw it was grabbing it and getting 2 kills because the owner ran up to try to get it too 😅
As a blackhat main i was menace to the lobby, i would throw my care package on a roof to secure it, used to steal care packages and i used to use engine with it to find campers in S&D and set off their traps
My personal favourite way to play the new black ops is to camp in a building with a fire shotgun with a secondary sniper , shock charges, blast traps, prox mines/assault pack. Make sure to use quartermaster and flack and your golden. The cries of the enemy team is what makes me sleep at night :)
Shock charges are #1, no doubt. But stun grenades are a strong #2. They should have been erased from the franchise's existence exactly one month into CoD4, but are still here nearly two decades later. They actually ruined Warzone.
How is anyone complaining about black hat? It was a perfectly legitimate counter to overpowered killstreaks, and the fact it annoys noobs like you, well, that makes me happy to use it. Don't be reliant on killstreaks then... simple.
Stuns/Flashes as they make many of the small maps almost unplayable (especially if youre camogrinding) couse you get stunlocked on respawn plus people often times pair them with semtex nades or launchers which just gives them free kills they dont have to work for. Also people can carry several ones at a time which makes this infinitely worse Smokes couse theres nothing better than having to do a longshot camo challenge just for your teammate to smoke off all lanes couse he unlocked a thermal scope and he wants some free kills
Honestly stims do too much. In some instances they give you a boost of health + regen, others just the regen. Not to mention refreshing your sprint stamina so if you have the former, you're basically back to full health and zooming away from an opponent if need be. It really makes fighting without somewhat lame, as there's no way to counter reliably unless you have gas grenades or something, and even then depending on the game they do no damage.
I can admit that i was someone who loves using EMP grenades. Its so much fun ruining somones scorestreak. Also I'm the person who will use the decoy grenades

The portable radar was just a buffed version of the motion sensor in Bo1 cause the motion sensor wasn’t a thrown item
