It was to give the Hightowers a dragon rider. And yes to have some influence over his education. As we can see Aegon and Aemond don't give a shit about Otto or his family really. Daeron will see the Hightowers as his family.
It was actually pretty common. He was the third prince, he stood little to inherit, so having him be educated in Oldtown served both the Hightowers for status and to tie them closer to the crown and for him to grow.

Everyone acts like this part of the book is long, but it's really just a piece of the book, and I really don't think they are rushing at all. This isn't intended to be a 6 season part of the show. They could literally keep the name and start from Aegon the Conquerer.
As a non book reader I feel like it’s okay that they haven’t shown Daeron yet or when he was growing up. The show is very short so far. If they introduce this guy and mention that he grew up with the rest of them I wouldn’t really question it too much

Similar to how the Velaryons were changed from having fair skin to dark skin, they could change it about Daeron to give him some more complexity and possibly explain why he’s been absent thus far

Laena told us half of all eggs never hatch. It's possible eggs were placed with Helaena and Aemond but they never hatched.
